John Hubert, FCLS, CIFI & AIC, SIU Major Case Manager, Nationwide Insurance
What is the current state of the Legislative environment post Covid-19.
John Hubert is a graduate of Saint Bonaventure University. He has been in the insurance industry for over 32 years, holding various Claims and SIU positions. Currently, he is the Northeast SIU Major Case Manager for Nationwide Insurance, leading a team of consultants who specialize in complex organized fraud investigations. He also has experience dealing in matters involving toxic tort and surplus lines. Prior to joining Nationwide, he was with State Farm Insurance for 17 years. He holds designations as a CIFI, FCLS and AIC. He’s also actively pursuing an AIDA designation. John is also a board member with the NY IASIU chapter, and on the Legislative Committee with IASIU.

The Dirty Truth About Biohazard Fraud & What You Should Know About Water Remediation Scams
Timothy W. Tapply, Esq., Partner, Brand & Tapply, LLC
This training focuses on identifying the fraud and developing an investigation plan to combat exorbitant invoices and the aggressive behavioral tactics used by biohazard remediation companies. The second half of this training will discuss scams perpetrated by water remediation companies to enhance the damages and increase the value of their cost including higher fees for the Public Adjuster.
Timothy Tapply
has litigation experience in civil insurance defense and in the military criminal arena. As a principal of Brand & Tapply, LLC Mr. Tapply spearheads numerous investigations nationally from slip and falls to comprehensive multi-party schemes to defraud insurers. Mr. Tapply held the rank of Captain in the United States Marine Corps, where he served as Defense Counsel and Senior Defense Counsel in San Diego, California and was awarded the Western Region Marine Corps Defense Counsel of the Year. Mr. Tapply received his Bachelor’s Degree from St. Lawrence University and graduated from Albany Law School, cum laude. He was the Founder and President of the Albany Law School Veteran’s Remembrance Organization. Mr. Tapply is licensed to practice law in Massachusetts, New Hampshire and New York and is also admitted to the bar of the United States District Court for the District of Massachusetts.

Auto Fraud Trends Including Tow Truck and Rental Fraud
Tom McCourt, Special Agent, NICB North East Region
This presentation will review a multitude of fraud trends including Body Shop Rental Vehicles, Out of State Temporary License Tags, Predator Tow Trucks, High End Vehicle Thefts; Key Fobs left in vehicles, Reporting vehicles stolen after being in accidents, Catalytic Converter Thefts, and Staged Vehicle Accidents.
NICB Special Agent Tom McCourt has been a Special Agent with NICB 14 years. He has worked in the NY Major Medical Task Force and is currently a Blended Agent working on multiple types of insurance Fraud cases.  Prior to NICB Tom was a paramedic with the NYC EMS and the FDNY Emergency Services Bureau retiring as an EMS Captain. While working for the FDNY he was also an investigator in the Bureau of Investigations & Trials.

COVID-19’s Compounding of Compounding Cream Fraud: Increased Opportunities for Telemedicine Fraud

Success is when opportunity meets preparedness. The pandemic created increased opportunities for telemedicine fraud, and telemarketers adapted their methods and processes to perpetrate remote compounding cream fraud. This session will detail and explore the identification and investigation of one such multi-state, Florida-based scheme that impacts auto insurers in New York and beyond. 
Roy Mura is the founder and managing member of the Mura Law Group, headquartered in Buffalo, New York.  He is a graduate of University of Buffalo School of Law and a linguistics degree graduate of SUNY at Binghamton.  The author of the widely read and award-winning Coverage Counsel blog (nycoveragecounsel.blogspot.com), he has successfully litigated and tried numerous insurance fraud and coverage cases for insurers through trial and appeal in New York.

Joanne Dagostino has been actively involved in the SIU community for over 30 years, with experience in all claim and underwriting disciplines. She is a past President of the NJ Vehicle Theft Investigators, Fellow with the CLM and has presented at numerous SIU conferences including IFM, IASIU and NJSIA.  Joanne is currently Director of SIU with Plymouth Rock Assurance, a new entrant to the NY insurance market. She is looking forward to more active involvement in the NY SIU community.
